 Towards a common base of the territories

Get out of the current deadlock in which we are locked up by the policies of refusing to welcome foreigners: this is the goal that has been set by the Migration Alliance constituted between ANVITA (National Association of Welcoming Cities and Territories) and the OCU (Organization for Universal Citizenship founded by Emmaus international, CCFD-Terre solidaire, Mouvement Utopia and the Espacio Sin Fronteras network). Using examples from 8 pilot territories, Lisbon, Barcelona, Palermo, Grenoble, Montreuil, Berlin, Liege, and the Pays Viganais, where volunteers carried out field missions and analysis of inspiring practices, the Migrations Alliance offers a common base of alternative policies supported by the territories. This common base is organized around the following 3 pillars: promoting interculturality, access to rights and political participation. It is accompanied by a strong political commitment, even if essentially symbolic, of the local authorities: adoption of the Palermo Charter in 2015, Barcelona declaring itself a city of refuge in 2015, engagement of elected officials from Montreuil for the unconditional regularization of undocumented migrants, self-proclamation of the City of Grenoble as a “solidarity criminal”. But it is very often the existence and the dynamism of a protean associative fabric which explains the success of the initiatives in favor of a dignified reception of the migrants.
