EGM, PACTE AND ALLIANCE MIGRATION: A national partnership for the co-construction of local public policies

ANVITA, the EGM (Etats Généraux des Migrations) and the Pacte pour la transition have each decided to mobilize during the 2020 municipal campaigns in order to question the candidates on various subjects, including the need for a commitment to a better reception of exiled persons. Following these mobilizations, these three initiatives have decided to form a partnership for exchange, mobilization and information, whose objectives are

  • To promote the commitment of local actors for the reception of exiles.
  • To facilitate the coordination of different actors at other levels.
  • To encourage links and dialogue between local actors committed to participating in the construction of public policies.

The Alliance Migrations, with the OCU and ANVITA, has found its place within this partnership, by its anchorage in France but also by its inspiring examples abroad.

The Transition Pact is a project born from the Collectif pour une Transition Citoyenne (CTC). The CTC proposes to citizens and local elected officials to commit themselves through 3 main principles and 32 concrete measures for more ecological, united and democratic municipalities. Measure 26 particularly echoes the values of Alliances Migrations, which consists in "creating public reception facilities, on a human scale and in collaboration with associations, where foreigners can freely go when they arrive on their territory, regardless of their status".

The Etats Généraux pour les Migrations (EGM) work from autonomous workgroups animated by local assemblies and national organizations within the framework of the mission they define. During a campaign of interpellation, they created a charter for a welcoming municipality, around which municipalities could fill in a commitment form.
